Highlights of the meeting of the Board of Directors of the Raymond Irrigation District held Wednesday May 20, 2015 commencing at 9:00 AM in the RID Board Room.
Attending: Byron Wilde Chairman, John McKee Vice Chairman, Craig Palmer Director, Gordon ZoBell, General Manager and recording clerk, Mark Jensen Operations Manager was absent due to outside work schedule and Kelvin Kado, Offiice Manager as required.
IRP Project Update given by Mark Jensen
IRP 2280 W#5 phase 3 – the new portion of line installed this past winter has been tested and found to be sound. The line is now in operation.
IRP 2307 – W#5 phase 4 – final design and easement procurement to commence soon.
IRP 2308 – Ortho Photo’s – Council will allow this project to proceed and can be funded from the IRP each 3 year period if the district chooses.
Maintenance report – Mark showed the board pictures of work completed over the past month by RID staff and equipment.
Irrican Power – The three plants are now in operation. There were no start-up problems. Power pool prices are starting out low again, somewhat the same as last year. Nothing financial to report this month.
RID Financial – by Kelvin Kado – I attended a benefit seminar this past week, it was more of a human resource workshop. They talked about the importance of good communication between management and staff as well as common goals for your organization and how everyone is important to the success of the operation. Rather than having management make goals. All employees should have yearly goals and accomplishments (even the janitor etc.) The health and wellness benefit would be more productive with healthier employees. Catching up with custom billing and IRP progress reports, done annually in May. No A/R collection issues at this time.
Expansion Plebiscite in the RID – Waiting now for modeling information from AARD. This will take several months.
Directors Items – John McKee suggested that the RID should place a reminder on its website warning water users to manage their pivot end guns so that county roads are not watered. Gordon noted that he had surgery on April 22 as planned and all went well. He only missed two weeks of work.
RID Board assignments for 2015 – Re: Main canal Advisory Committee, Irrican board and AIPA director. Byron Wilde will attend the Advisory Committee meetings as part of his RID chairman mandate. On motion by Craig Palmer, Byron Wilde was appointed as RID Irrican director and RID AIPA director for 2015/2016. Carried.

Alternate Parcel agreement – 7 irrigation acres from NE-7-6-20-W4 to: SW-4-6-21-W4. Approved by the board on motion by Craig Palmer. Carried.
Alternate Parcel agreement 11 irrigation acres from: SW-36-6-20-W4 to: SW-6-6-19-W4. Approved by the board on motion by Byron Wilde. Carried.
Application to transfer acres – 35 irrigation acres from: NW-6-7-20-W4 to: E1/2-30-6-20-W4. Approved by the board on motion by John McKee. Carried.
Application to transfer acres – 15 irrigation acres from: NW-6-7-20-W4 to: SW-30-6-20-W4. Approved by the board on motion by Craig Palmer. Carried.
