Highlights of the meeting of the Board of Directors of the Raymond Irrigation District held Wednesday, June 20, 2012 commencing at 9:00 AM in the RID Board Room.
Attending: Byron Wilde Chairman,John McKeeVice Chairman, Alan Heggie Director, Gordon ZoBell, General Manager and recording clerk, Mark Jensen Superintendent, Kelvin Kado, Office Manager, attended as required.
BUSINESS ARISING
Water Management Special Funding IRP 2146 – The RID crew continues to install the remaining devices as time permits. Darin Wilde spoke about this project at the June 14, 2012 Technical Conference put on by Alberta Agriculture in Lethbridge.
IRP 2240 – Welling #5 – The Berezay easement has been signed.
RID Maintenance report – Mark showed the board an extensive slide show where pictures of many maintenance projects were shown and discussed. The projects spanned over the past couple of months.
Irrican – Power production has been respectable considering the rains we have received of late, which has decreased water demand. The plants have run well over the past month and we should reach a million dollar month.
RID Proposed Plebiscite Vote – Gordon noted that RID staff have been assisted by Bob Winter of Alberta Agriculture in bringing the DDIT Program up to date. RID employees continue to work with the data and should have the update completed within the next few weeks. This info can then be used within the modeling process to determine outcomes regarding various levels of expansion within the RID.
RID, Welling – GPS – The RID staff with assistance from Wilde Brothers Engineering are going to complete an EOI showing interest in funding, for the project, from CCEMC.
RID By-law 2011-5 – Being a Capital Assets Charge By-Law – review – The board would like more time to consider this item. Over the next month, each board member will talk to a few water users from within their respective areas, regarding the amount to charge for a capital asset fee.
NEW BUSINESS
Directors Items – Byron Wilde noted that the June 14 Technical Conference was very interesting. Lloyd Healy was the Conference Chairman. Some of the presentations are as follows. Camera pipe inspection, Water Screens and weed deflectors, Water metering, Storm water treatment, Drainage issues, Working alone legislation, Irrigation data recording. Byron asked Gordon to make sure the RID is following the working alone legislation. The conference was well attended.
1949 Ford F 135 – The Manager would like to have the RID employees restore this vehicle during slower times, and make it available to use for special events and parades. The board was in agreement with this project and gave their authorization to proceed as noted.
Irrigation Council – Irrigation Act Review – The board reviewed the information that has been made available through the Irrigation Secretariat and from AIPA. A meeting will be held June 25,2012, downstairs in the Keg Restaurant in Lethbridge, commencing at 10:00 AM. The meeting will discuss the Irrigation Act review, with all irrigation districts. Byron, John and Gordon will attend.
Irrigation Council letter Re: IRP grants since 1969 to current – RID total funds $25,890.548.00 – Province share $20,767,658.00 – RID share $5,122,890.00. – 2012, IRP funds total $851,228.00 Province $638,421.00 RID $212,807.00. Also the letter reviewed all other districts funding as well. Gordon noted that just over one billion dollars has been spent on Irrigation District infrastructure since 1969.
AIPA Executive meeting May 31, 2012, with Irrigation Council – Gordon noted that he had met with Irrigation Council within the capacity of his membership on the AIPA Executive.
