November 19, 2025 Board Meeting Highlights

Business Arising

  • O&M Report and AIM Project Update:

Cody shared a slideshow of pictures taken over the last month of repairs & maintenance and pipelining activities. Cody and Jason reported on the status of each project as follows:

Gravity Pressure Pipeline System (“GPS”) (AIM) – We are averaging an installation rate of 90-100m/day. At this rate we will have this year’s portion of the installation (excluding backfilling) completed by December 5. We are using a lot of haunching material, but as we start using the v-bucket we anticipate we will save 1/3 of the amount of gravel being used.

8-2 (Internally Funded Project) – We anticipate starting to install pipe on January 5, 2026. The center line for the project will be laid out this week, and we plan on stringing out pipe before the Christmas break.

  • Snowpack Report / Water Supply Forecast / RID Diversions:

The Board reviewed the latest reservoir graphs. Reservoir levels have increased a little since shut down and reservoirs are at 59% full.

We will be working with SMRID to prepare the Irrican year end for the auditors. Nothing else to report at this time.

  • RID financial –Jason reported:

The Board reviewed the recent bank, Mastercard and payroll reconciliations.  

The RID staff will present a list of outstanding accounts receivable that are a concern at the next Board meeting.

Jason noted that Robert Fraser, former RID director, passed away.

New Business

  • Water Quality Sampling Report – Janelle Villeneuve, AGI

Janelle Villeneuve presented a report to the RID Board on the water quality sampling program, including positive trends and points of concern. Generally, the RID has great water quality. The Board expressed their gratitude to Janelle for managing the water quality sampling program.

  • Directors’ Items:

No items were brought forward.

  • AIDA Meetings – Craig, John and Jason Reported:

On November 3 Craig and Jason attended a Board governance training session hosted by AIDA. The Alberta Legal Counsel (a law and lobbyist firm) presented the material. Some of the key take aways for the RID are:

  • Developing a code of conduct for the RID Board and Administration.
  • Developing a new Board member package.
  • The Board has 1 employee, the general manager, and the general manager manages the rest of the staff.

A brief AIDA Board meeting and supper followed the seminar that was attended by John, Craig and Jason.

  • ATB Investment Update – Tyler Simms and Darren Tanner, ATB:

Tyler Simms and Darren Tanner shared a presentation on the status of the RID’s ATB investments.

  • Breezy Bay – Agreement to Continue to Operate:

Jason reported that the owners of Breezy Bay Water Park had a great inaugural season and are interested in continuing to operate for the foreseeable future. The Board was happy that the first season went well for the company.

  • Ipex Tour – January 22:

Ipex has agreed to host a tour of their Edmonton plant for the RID Board on January 22.
