October 22, 2025 Board Meeting Highlights

Business Arising

  • O&M Report and AIM Project Update:

Cody shared a slideshow of pictures taken over the last month of repairs & maintenance and pipelining activities. Cody and Jason reported on the status of each project as follows:

Gravity Pressure Pipeline System (“GPS”) (AIM) – Installation will commence on November 3. We are still waiting to receive the v-bucket from Weldco and the lifting cables from Canyon Rigging. Cody and staff have been working on building the bedding box and it should be completed next week.

8-2 (Internally Funded Project) – The pipe has been received. Pipelining will begin in January 2026.

  • Snowpack Report / Water Supply Forecast / RID Diversions:

The Board reviewed the latest reservoir graphs. Reservoir levels are somewhat lower than hoped, but remain in significantly better shape than in several of the past years.

The plants are shut down for the season and annual repairs and maintenance will be starting. An Irrican Board meeting is scheduled for October 30 at 10:00 am.

  • RID financial –Jason reported:

The Board reviewed the recent bank, Mastercard and payroll reconciliations.  

The rate for the 7-1 and 8-2 solar sites have been changed to $0.33/kWh from $0.08/kWh. The shop solar sites have been left at $0.08/kWh.

The October 31 early discount payment deadline is approaching. In November, outstanding balances will be reviewed and reminder statements sent.

  • Strategic Plan – 2nd Review:

The Board reviewed the updated strategic plan. 

  • Annual Agreements

The Board reviewed and discussed the draft annual agreement policy. The intent of the policy is to provide a framework for situations where the RID Board may grant an annual agreement.

  1. AIDA Meetings – Jason and John Reported:

On Friday, October 17, the RID hosted the AIDA executive meeting.

  • Application to Transfer Irrigation Acres:

Jason presented an application to transfer 28 irrigation acres from SE 11-6-21-W4 to NE 12-6-20-W4.

The next meeting is scheduled for November 19, 2025.
