Highlights of the meeting of the Board of Directors of the Raymond Irrigation District held Friday April 21, 2017 commencing at 9:00 AM in the RID Board Room.
Attending: John McKee Chairman, Craig Palmer, Vice Chairman, Rod Wendorff Director, Gordon ZoBell, General Manager and recording clerk, Mark Jensen Operations Manager and Kelvin Kado, Office Manager as required.
IRP 2321 W#5 phase #5 – The pipe was tested recently and one leak was found near the Oudman buildings. The leak will be repaired as soon as possible.
Moving Forward 2 grant – MPE has been working on the project.
Maintenance report – Mark showed the board a slide presentation of work completed under the district’s IRP and maintenance program over the past month
Irrican Power – (Kelvin Kado) – Irrican had a board meeting April 10, 2017. Skyped meeting with URICA, There was a look at future for income projecting, not looking for much change from last year. The only change would be more hedging contracts to get a better return.
RID financial – (Kelvin Kado) – The past month has been used to work with Irrigators
Obtaining annual agreements from our previous Terminable Agreement Irrigators

Expansion Plebiscite in the RID – The process is ongoing nothing to report this month.
Directors Items – The board discussed the recent incident at Red Roof Farm where an RID excavator was submerged in water allowing water into the machines running engine. Mark Jensen reported to the board about the incident.
Jeff Nelson – terminable acres and IRP Stirling #16 and new acres – Jeff entered the meeting at 10:00 AM. Chairman McKee gave him the floor. Jeff noted that he wanted sufficient water to flood at the end of the Stirling #16 project. The board agreed to discuss this further with engineer Darin Wilde. The board determined that they would not allow terminable acres but will focus on where the best places are to allow the 1595 new permenant acres to be placed.
RID By-laws – 2017 – The By-Laws noted below were read three times prior to approval.
2017 Budget approval – approved by the board on motion by Rod Wendorff
#1 Rate – approved by the board on motion Craig Palmer, note: the rate will
remain unchanged from 2016.
#2 Agreements – approved by the board on motion by Rod Wendorff
#3 honorarium for the board – unchanged – approved by the board on motion by John McKee
#4 election date – Raymond area – set at March 8, 2018 on motion by Craig Palmer
#5 Capital asset charge – $1500 per acre over 5 years no interest – on motion by Rod Wendorff.
#6 Capital charges– Approved by the board on motion by Craig Palmer.
Resolution appoint an auditor – Appoint Doug Wilde on motion by John McKee.
RID employee wage review for 2017 – proposed 2.5% increase – On motion by Rod Wendorff the board approved a 2.5% wage increase for all full time RID employees effective April 1, 2017 – carried.
New acres – list of interested land owners – letter to water users – form on website – The manager noted that a growing list of interested water users wanting new acres is being kept by him for future reference. The board noted they would allow applications until September 1, 2017 and that during the September regular board meeting they would begin to allocate the new acres. The criteria as to which parcels will receive new acres first will be developed over the summer of 2017. There is 1595 new acres to distribute.
Advisory Committee – April 10 report from meeting John M and Gord Z – It was noted that SMRID will be allowing their water users to access water for irrigation the week of May 1, 2017. RID will allow 16 inches for 2017 beginning May 8, 2017.
AIPA – Report from April 3 meeting – CP and GZ – The meeting was held in Raymond at the Senior’s center. Aggie days in Calgary was well attended and the AIPA booth was visited by several thousand people. Cody and DJ Heggie and Mark Jensen assisted with the booth the last day. There will continue to be a water quality study conducted within the ID’s by Janelle Villeneuve of Alberta Ag. For the 2017 season. Many pesticides are being looked for as well as pathogens. The results so far have been good. The AIPA will again host an MLA tour of irrigation districts in the south. A review of the Yuma tour was given. Extreme heat keeps mussels away from their system. There systems are heavily used and maintenance is difficult due to year round use. The Meet and Greet held in Edmonton with MLA’s was successful.
